Caution: it is mentioned that Windows Update should be turned off or disabled before downloading these patches. it asks for a password. I figured it was a failed installation of an older update, but Microsoft website could not fix it even after running Windows Update Troubleshooting tool, and SFC scan.

I also tried to boot from W7 installation media, and I see the same behavior at Setup interface, I cannot produce any user input there.
