Caution: it is mentioned that Windows Update should be turned off or disabled before downloading these patches. it asks for a password. I figured it was a failed installation of an older update, but Microsoft website could not fix it even after running Windows Update Troubleshooting tool, and SFC scan.
I couldn't get the patches to install as they invoked the Update Service and went into the long (forever?) loop. I tried a lot of sites, with a lot of solutions. When repair was completed after sever restarts, Windows restarted with the latest update. Windows 7 Checking For Updates Never Ends I don't know if the fact the OS language wasn't American/English has to do with this the fact all listed tries didn't solve the problem...

As of October 2016 monthly rollups are now cumulative.
