The restart went normally, and things worked all right, but this problem continued, so I quit putting the computer to sleep at all. I'm not sure what default processing wxwidgets offers in this regard. In fact, it's Apple's OS choice on defaults and no apparent explanation of the resulting errant behaviors that is causing the problem. To clarify, what this does is disable the feature completely on a constant basis, regardless of whether that checkbox to preserve windows is checked or not, the windows will not restore.
