This gets rid of the letterbox bands at the top and bottom. I've tried windowed full screen with corresponding nvidia experience app adjustments such as changing optimization to windowed boarder less to match. I have tried different resolutions (going down from 4k to 1440, 1080, and even 720) but non seem to fix the problem. None of the graphics settings is an issue, no clue what's causing this. There was no flickering but game/rendering speed was way too fast.

Running it without HW acceleration isn't fun! As someone else said before, perhaps you made everything sharp on the monitor, so the "problem" is more visible to you. Edges of objects are choppy and when I move the edges flicker, I get this problem in every single game. reset your monitor to defaults.

I don't know what you don't like in windowed mode but if it is window borders you can disable them by using GameCompanion or similar software.
