Anyhow, the issue is happening within the start toolbar.... For some unknown reason, I have always had this problem on my main computer with Internet Explorer 9: whenever I want to run it, a blank window appears for 0.1 second In all, only reformat and reinstall windows worked. You could also Clean Install Windows 8 if Reset Your PC doesn't work for some reason. Windows 7:Reinstall Windows 7, retaining no personal files or programs. read this article

Actually if you hadn't suggested running sfc /scannow again in an elevated cmd prompt, I probably wouldn't have begun looking through the logs for the corrupt files. Restart the computer for the changes to take effect. Any help would be appreciated. It might be on Program Files or Program Files (x86). go to control panel, programs and features, turn features on or off, uncheck the checkbox for internet explorer 11 2.
